If you haven't got the lock pick set at this time, go call Nancy (make sure you've examined the filing cabinet first, though), and she'll leave her lock pick set in the drop box for you, at the Police Station, to pick up. Turn right, and use the key to open the door, and use the lock pick set on the filing cabinet on the right. When Toni leaves, go behind the bar, and pick up a key on the floor, under the cabinet on your left. You don't have to play the whole game, you just have to play it long enough to hear a delivery truck's horn beep from outside the store, then Toni will leave. In case you haven't done that yet, to get Toni out of the shop, play the Swap A Lot machine at the back wall.
You have to use the lock pick set on a filing cabinet in a room behind the bar at Toni's shop, Scoop.
Maybe try using the lock pick set before opening the evidence locker.
